To ensure effective recruitment of volunteers and safeguarding of the vulnerable good practice must be adhered to, especially in roles defined as Regulated Activity.
‘Regulated Activity’ have six categories which relate to adults (note this is different when working with children and young people). More information is available Regulated Activity with Vulnerable groups
During the COVID-19 situation the most relevant category of Regulated Activity is “Assistance with General Household Matters” which includes helping a person with their cash, paying bills or carrying out shopping on their behalf because of their age, illness or disability.
This protocol while primarily developed for Councils, can also be used by other organisations who engage volunteers in carrying out activities for people in the community where money is involved.
The guidance will be kept under review and updated as required.
