New Appointments and reappointments to the Ministerial Advisory Group for Architecture and the Built Environment in Northern Ireland

Mr Andrew Haley has been appointed as Chair of the Ministerial Advisory Group (MAG) from 1 June 2019 to 31 May 2023. He was previously the Interim Chair from 1 September 2016 to 31 May 2019 and had been a Member from 1 May 2014.
Mrs Lara Kinneir and Ms Nicola Waddington have been reappointed as MAG Members for a second term from 1 June 2019 to 31 May 2023. They have both served as Members since 1 May 2014.
Six new Members have been appointed from 1 June 2019 to 31 May 2023:

The appointments of Ms Rachel Bevan, Dr Patrice Cairns and Mr Alwyn Riddell, all MAG Members, finished on 30 April 2019.
Notes to editors:
1. The Ministerial Advisory Group advises on implementation of the Architecture and Built Environment Northern Ireland policy and champions good design in the built environment in Northern Ireland.
2. Chair Remuneration: It is the expectation that the Chair will be required to work on MAG activities for 4 days per month – the first 2 days a month will be unremunerated, with the remaining 2 days paid at the daily rate of £250. Any additional work undertaken will be remunerated at the rate of £250 per day or £150 per half day.
3. Member Remuneration: Members may be required to work on MAG’s activities including Design Review up to 2 days per month which will be unremunerated. Time over 2 days per month which is approved by the Secretariat will be remunerated at the rate of £250 per day or £150 per half day.
4. Reasonable travelling and subsistence expenses incurred through carrying out official duties and certain dependant carer expenses determined in accordance with the Northern Ireland Civil Service Handbook shall be reimbursed by the Department
5. The appointments have been made in accordance with the Commissioner for Public Appointments for Northern Ireland Code of Practice.
6. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.

Mr Andrew Haley
Mr Haley is a Director with The Paul Hogarth Company and as a Chartered Landscape Architect, Urban Designer and Regeneration Consultant has extensive experience of providing advice and delivering large, complex projects across the UK, Ireland and internationally. Andrew became a Member of the Ministerial Advisory Group in 2014 and was subsequently appointed as Chair in 2016, leading placemaking advocacy work in support of the Architecture + Built Environment Policy. In December 2015, Design Council CABE announced his appointment as a Built Environment Expert. Mr Haley has declared no political activity within the last five years and holds no other public appointments.
Ms Roisin Donnelly
Ms Donnelly is part of the Conservation Team within Consarc Design Group and an experienced designer of award-winning projects such as the Graduate School (QUB) and Christchurch Centre of Excellence. She is the secretary of the Carryduff Regeneration Forum, through which she has aimed to influence a more sustainable approach to new development within the town. Her expertise includes the restoration and re-use of historic buildings as well as development proposals for significant or sensitive locations, for example restoration of Bagenal’s Castle, Newry. She has declared no political activity within the last five years and holds no other public appointments.
Mrs Lara Kinneir
Mrs Kinneir trained as an architect, and works in urban regeneration in the UK and abroad. She is Director of New London Architecture, and Leader of Design Cities and the London School of Architecture. She brings skills and experience of leading major regeneration projects and urban research to the MAG. She has declared no political activity within the last five years and holds no other public appointments.
Mr Yulian Manev
Mr Manev is a Part ll architectural assistant, currently undertaking his professional examinations for registration as an architect. For the last 5 years he has been working at Hall McKnight Architects, both in Belfast and London, through which he was worked on a range of projects including the Masterplan for Colin Town Centre and the ongoing development and refurbishment of King’s College London’s founding Strand Campus in Westminster. Through all his work he has continuously engaged with various stakeholders. He has a passion for drawing and education, winning the Sir Charles Lanyon Memorial Prize and the Alexander Thomson Triennial Scholarship. He is a member of Royal Institute of British Architects’ Validation Board. He has also co-edited the published book ‘The Elaborated Window’. He has declared no political activity within the last five years and holds no other public appointments.
Professor Michael McGarry
Prof McGarry has over 35 years of experience as a client representative, advisor, assessor, consultant and agent for public and private entities in the architectural field. He is a Director at McGarry Ni Eanaigh Architects and has worked as a practitioner, teacher, and researcher in the creative design discipline through/in practice, and as a Professor of Architecture at Queen’s University Belfast and Adjunct Professor at RMIT Melbourne. Mr McGarry has declared no political activity within the last five years and holds no other public appointments.
Mr Gerry Millar
Mr Millar is currently the Director of Property and Projects in Belfast City Council, during which he has developed and implemented the Council’s Investment Programme which has delivered 350 projects valued at c£400m across the city. He has particular experience in placemaking, construction procurement and delivery, commercial expertise and working with communities. He is a member of the Royal Institution of Chartered Surveyors Board and has been a champion of design in Northern Ireland. Mr Millar has declared no political activity within the last five years and holds no other public appointments.
Mrs Clare Mulholland
Clare Mulholland is a qualified architect and Lecturer in Architecture at Queen’s University Belfast. Her practice experience includes education, conservation, community, residential, and commercial sector work. As a lecturer in QUB she is involved with Architecture & Built Environment research which focuses on city planning and architecture of divided societies. Alongside this she manages an academia to industry programme aimed to link current research to architectural practice in N.I. Clare is also QUB representative on the Royal Society of Ulster Architects Council. She has declared no political activity in the last five years and holds no other public appointments.
Mr Sam Tyler
Mr Tyler is a partner at the architectural practice Feilden Clegg Bradley Studios. He is Director of the Belfast office where he is responsible for a range of projects including residential, commercial and the new Ulster University Belfast Campus. Outside of Northern Ireland he is leading major Higher Education projects in Edinburgh and Dublin. He has directed a number of outreach and built environment advocacy programmes including a sponsored lecture series called ‘What’s the Big Idea?’, and has a range of experience of consulting with various stakeholder groups. Mr Tyler has declared no political activity in the last five years and holds no other public appointments.
Ms Nicola Waddington
Ms Waddington is a chartered architect and is currently the principal of Waddington-McClure Architects in Craigavon. She brings experience and skills in urban design, regeneration, conservation, planning and architecture to the MAG. Nicola is a member of the RSUA Quality Design panel and also a member of the Ulster Architectural Heritage Society. She has declared no political activity in the last five years and holds no other public appointments.
